The Preschool Administration is a small specialized administration with a large and important mission. With us, you will contribute to ensuring that all preschools in Stockholm maintain a high quality, both municipal and privately run. Together with the preschool operations in the city, we focus on ensuring that our youngest Stockholmers encounter a safe and equitable environment in preschool.

At the Preschool Administration, knowledgeable and dedicated colleagues work in a variety of areas of expertise such as supervision and permit assessment as well as development in all areas of preschool.

The organization is under development, and there is a great opportunity for you to be involved and make an impact. The administration's office is located at Kaplansbacken on Kungsholmen.

Department for City-Wide Development

The Department for City-Wide Development continues to expand, and we are now looking for a lawyer for an exciting and varied position.

Welcome to us! The Department for City-Wide Development is responsible for leading and coordinating the city-wide and systematic quality work based on the city's budget documents and identified development needs. We support the quality work of the district administrations to create increased equity in education and teaching in the city's preschools. Our responsibility includes both operational development and competence development. Within the department, we are also responsible for networks and forums for development that are based on close collaboration with both district administrations, specialized administrations, and external actors.

At the Preschool Administration, there are three additional departments:

  • Authority Department
  • Department for Finance and Management
  • Department for Management Support and IT

At the Preschool Administration, we collaborate between departments to ensure that our work provides the best possible service and development to all preschools in Stockholm.

Your role

The department consists of two units, Quality and Follow-up and Research and Development, as well as department-wide resources in the form of an administrator, strategist, and lawyer to support the department as a whole. The three department-wide resources report directly to the department head.

The role of lawyer within the department is new, and the tasks have a broad scope that relates to all legal aspects concerning the preschool's operational area. The assignment consists of three different parts:

  • legal expertise and perspective on the department's various assignments.
  • legal advice to the district's preschool operations, for example regarding responses to the School Inspectorate or questions concerning the district's authority.
  • legal support to the departments of Management Support and IT and Finance and Management, for example regarding procurement, contracts, or issues related to welfare crime.

The assignment also includes responsibility for leading or participating in investigations within the department as needed, as well as responding to consultations and writing memos, reports, and service statements. The role includes monitoring legislative changes and developing application guidelines. The role requires collaboration both within the administration and contact and cooperation with other administrations, external actors such as universities or other municipalities.

Your skills and experience

We are now looking for you who have:

  • law degree or equivalent legal education
  • current and solid experience working with investigative work and assessments in public operations
  • experience writing decisions, consultation responses, or various types of service statements
  • experience in one or more of the following areas: school law, children's rights, public access and secrecy law, or municipal law
  • very good ability to communicate in Swedish, both verbally and in writing.

It is an advantage if you have experience of:

  • similar role in a politically governed organization
  • quality assurance of others' decisions.

You have a good ability to collaborate and enjoy having many points of contact. You demonstrate judgment in statements, actions, and decisions. You are meticulous and weigh complex information and various considerations, and based on that, you make correct assessments and priorities. You are flexible and have the ability to adjust tasks based on changing priorities. You have a good linguistic analytical ability and produce high-quality documents.
